This paper looks at the gender regimes of the U.S. and Germany, and at recent trends in their social assistance policies, and proposes a framework for understanding these changes. I am looking at trends in policy-making within the welfare state. I concentrate on welfare state governments as political institutions because of the decisions they make about social assistance programs.
