Ziegler, Frank Pattern of action by the youth wellfare office terms-of-use 2011-03-25T09:36:11Z Social work in foster care is placed in a field of different antagonistic orienta-tions. On a general level, there is both a normative obligation to care and a ser-vice orientation which stresses the right to express preferences. On a second level there are contradictory demands from the Kinder- und Jugendhilfegesetz (KJHG) and the disagreement on the best model of the foster family.<br />The present study asks what effects these differing orientations have on social work in child welfare offices and what impact they have on ongoing visiting con-tacts in foster care. The study finds three different action patterns leading to dif-ferent progressive forms of visiting contacts. The probability of arranging regular visits is highest in the service-oriented action pattern and lowest in the diagnostic pattern.
