    <dcterms:abstract xml:lang="eng">The HybOrg research project focuses on the administrative management of the so-called refugee crisis in Germany between 2015 and 2016. It asks about the societal effect of variation in local crisis management (Landkreise and kreisfreie Städte). This document is a technical report of German-wide survey among the local administration to assess the reactions to the increase in the number of asylum seekers in 2015/16.</dcterms:abstract>
