This thesis deals with the question, to what extent the concept of National Educational Standards (Nationale Bildungsstandards), which was designed for the German general school system and which has already been widely implemented there, can and ought to be transferred to the German VET (Vocational Education and Training) system considering its relevance with regard to both national and international perspectives of VET (for example in the context of the European Qualifications Framework). On this basis, the author analyzes to what extent the theoretical foundations of the National Educational Standards, which are explained in the so called Klieme-expertise, are compatible with the concepts and approaches that are constitutive for the German VET system or if an alternative concept of standards, specifically designed for the vocational education, is needed. Focussing on the dual system of initial vocational training, possible approaches to constructing Europe-compatible vocational competence standards are described.
Zusammenfassung in einer weiteren Sprache
Die vorliegende Diplomarbeit geht der Frage nach, inwiefern das für den allgemeinbildenden Schulbereich entwickelte und dort bereits weitreichend implementierte Konzept der Nationalen Bildungsstandards in das berufliche Bildungswesen transferiert werden kann und soll weist es für dieses im Hinblick auf sowohl nationale als auch internationale Entwicklungsperspektiven (so auch im Kontext des Europäischen Qualifikationsrahmens) doch erhebliche Relevanz auf. Vor diesem Hintergrund wird untersucht, inwiefern die im sog. Klieme-Gutachten explizierten theoretischen Grundlagen der Nationalen Bildungsstandards mit den für das berufsbildende System konstitutiven Konzepten und Ordnungsmitteln kompatibel sind bzw. ob eine speziell auf die berufliche Bildung zugeschnittene Variante der Standardentwicklung erforderlich ist. Mit Fokus auf das duale System beruflicher Erstausbildung werden mögliche Ansätze zur Entwicklung europakompatibler beruflicher Kompetenzstandards dargestellt.
