Zusammenfassung

Digitalization, developments in demographics and growing specialization put a burden on the traditional structure of administration by municipalities. The conventional form of an autonomous entity has to be complemented by structures of cooperation. The paper asks which consequences result from these developments from the constitutional framework, mainly the guarantee of municipial autonomy and the requirement of an elected representation in Art. 28 of the basic law.
