The Institute for Empirical Research in the Field of Law, founded in 1982, aims at conducting research projects to establish the actual basis, effects and deviation in goals of existing and upcoming legal rules and their causes. The present 6th Progress Report covering the period between 1996 and 1998 informs about finished or ongoing research projects in the different fields of empirical research relating to basic problems of law, labour and industrial law, criminal law and empirical criminology, public law as well as legal procedures. Furthermore, the report lists recent publications in the series of the 'Constance Reports on Empirical Research in the Field of Law' (Konstanzer Schriften zur Rechtstatsachenforschung). The different projects undertaken by the Institute are as follows:
- Surveys on limits and feasibility of secondary analysis by means of official statistics on criminal law and administration of justice in the Federal Republic of Germany
- Development of a multiple indicator system regarding structure and development of crime and sanctioning practice
- Juvenile delinquency and (punitive) social control
- Studies concerning the sanction practice of the prosecuting attorney's office and the courts in the Federal Republic of Germany
- Probation service compared by states and time
- Statistics of recidivism - Federal Central Register (Bundeszentralregister - BZR)
- Municipal criminal prevention in Baden-Württemberg
- White collar crime and criminal law
- Data protection program at the University of Constance
- Grading of charges for public services according to income?
- Legal problems of human biotechnology
- Conflicts and co-ordination problems between local and supralocal planning
- European efforts to co-ordinate the law on immigration and asylum

Zusammenfassung in einer weiteren Sprache
Das 1982 gegründete Institut für Rechtstatsachenforschung der Universität Konstanz hat die Aufgabe, Forschungsvorhaben durchzuführen, welche die tatsächlichen Grundlagen, Wirkungen und Zielabweichungen von bestehenden und geplanten rechtlichen Regelungen und ihre Ursachen aufzeigen sollen. Der vorliegende 6. Tätigkeitsbericht für den Berichtszeitraum 1996 bis 1998 informiert über die im Berichtszeitraum abgeschlossenen bzw. in Durchführung befindlichen Forschungsprojekte in den einzelnen Forschungsbereichen, und zwar über Rechtstatsachenforschung zu Grundlagenproblemen der Rechtswissenschaft, über arbeitsrechtliche Rechtstatsachenforschung, über strafrechtliche Rechtstatsachenforschung und empirische Kriminologie, über öffentlich-rechtliche Rechtstatsachenforschung und über verfahrensrechtliche Rechtstatsachenforschung. Nachgewiesen werden ferner die Neuerscheinungen in der Reihe der 'Konstanzer Schriften für Rechtstatsachenforschung'. Im einzelnen handelt es sich um folgende Teilprojekte:
- Untersuchungen zu Grenzen und Möglichkeiten von Sekundäranalysen mittels amtlicher Kriminal- und Rechtspflegestatistiken der Bundesrepublik Deutschland
- Entwicklung eines multiplen Indikatorensystems zu Struktur und Entwicklung von Kriminalität und Sanktionspraxis
- Jugendkriminalität und (straf-)rechtliche Sozialkontrolle
- Studien zur Sanktionspraxis von Staatsanwaltschaft und Gericht in der BRD
- Bewährungshilfe im Länder- und im Zeitreihenvergleich
- Rückfallstatistik - BZR (Bundeszentralregister)
- Kommunale Kriminalprävention in Baden-Württemberg
- Wirtschaftskriminalität und Wirtschaftsstrafrecht
