Zusammenfassung

While Central Asia’s non-democratic political systems suggest little variation, civil society in the region is a mosaic of diverse actors, legal frameworks, and historical trajectories. This chapter examines civil society in the five Central Asian states: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Based on a conceptualization of Central Asia’s civil society, the chapter provides an overview of organizational forms and legal frameworks. The development of civil society in the five Central Asian states is examined through a focus on nongovernmental organizations (NGOs). Five country profiles account for the level of state repression, national characteristics, and political developments since independence. Two transnational trends are identified: shrinking space for civil society characterized by repressive states and legal frameworks as well as increasing professionalism and the formalization of cooperation between state institutions and civil society.
